And yet, the OP said 85K was the offer he had been given. Not something he's seeking, or negotiating for, but something that was offered him.
Here is a salary review for the IT sector in Germany for 2013, the average developer salary being around 50k. That means some people make 60k and some make 40k. These salaries are consistent with what I have seen myself. No way someone is going to pay you 85k. People from Spain, Greece, Eastern Europe would stand in line to make 40k in Germany and the company doesn't have to go through all the visa bureaucracy of hiring an American. It just wouldn't make sense to hire an American for a much higher salary.

85K is possible if you are working as a defense contractor within NATO (US in particular) that require highly specialized IT experience. But, I don't know that this is the case here.

There will probably be outliers like defence perhaps. I think a salary of 85k should be possible in IT management too in the biggest cities like Munich. I also heard companies like Google pay really well, I believe they are in Munich too. They might pay 85k too for playing foosball all day with coworkers who all like to pretend they are very smart. Btw, I have never once encountered an American employee in a European company. I wonder which companies actually hire Americans.

American companies. Also, German companies who need English-language services from Americans who are fluent in German and happen to be available locally for interviews. It doesn't happen very often, but it happens. Those aren't the high-paying jobs, though. Germany also hires foreigners in certain in-demand fields, like certain specializations in engineering.
At least in Finland you should add about 1/3 on top of your salary to get a number comparable to the US and other countries without proper welfare state(by studies)
Why would someone working in tech leave the Bay Area in favor of Berlin of all places?
Unless you don't care at all about salary or career prospects, that's kind of an unusual move. You will permanently lower your standard of living, basically for the rest of your life, and probably your kids life. You will be going from the tech center of the planet to a relative backwater (in terms of your career field).

Not if Herr Professor is living in Berlin on a Bay Area salary, which is what he would be doing.
Good going, Herr Professor!
