In Germany people sunbathe fully nude.

The present Muslim situation has other cause: France wants to keep her overseas colonies and when you do such thing, it would be pretty inconsistent if you forbid people from (former) colonies to come live in France.

France don't have *overseas colonies*. France has DOM-TOM and ancient colonies (Algeria, Viet Nam etc) but not overseas colonies.
