I believe that a city romantic is a city that motivates the nostalgic emotional sensitivity for its beautiful sceneyy and memories of other times for example cities university as Salamanca Heidelberg,Oxford etc
Or of other times most oldest as Pompeya,Venecia etc
For some it a romantic only is a city wich reminds romantic love as Paris
I have all these feelings for Granada city together.

Lausanne is a very beautiful and picturesque little city by lake geneva and I'm sure many people would consider it "romantic".

Almost all mediëval Flemish cities, not only Bruges but Ghent, Leuven, Mechelen etc.

Small towns? The ones you site are large (Granada around 250,000, Venice 260,000, Florence 360,000, Salzburg 150,000).
