Everything south of the Alps is southern Europe. "Southern" Europe is not only extreme south of the continent... The same way "northern Europe" is not limited to laponia...
I would draw the line between Emilia and Romagna on the Adriatic side and between Emilia and Tuscany and Piedmont and Liguria on the Tyrrhenic one:
