It could be for any number of reasons....study, company sent them, retirement, romantic attachment, etc. More than anything else, there are 320M Americans and the US economy is #1 in the world in GNP so you will find Americans everywhere in the world.
We have friends whom we visited yesterday that plan to retire in France for example.
By Americans in France, are you refering to people living there or visiting? Many Americans visit France as tourists or study-abroad students. Now as far as Americans staying there as permanent residents, I didn't notice too many of them in 20+ years spent there.
Because France is at the top in the American psyche to visit if ever touring Europe.
It has always been that way since it is seen as a country with fashion, wine, and good living....even during the Bush years when anti-French sentiment was higher than usual.
I enjoy my visit to France all the time, and it is usually the first country I visit after Spain and Germany.
American food is so horrid and overall quality of life is so low in the US that France for them is like heaven - excellent food, long vacations, outstanding free healthcare, beautiful fit people everywhere.
For those few of course who can afford to migrate and able to learn a foreign language.
I never felt there was many Americans in France. I assume wikipedia takes into account dual-citizens. If so, 100.000 US citizens is likely. From my own experience, I met more central and south Americans residing in France than North Americans by a very large margin.
Or, maybe, like the British, they tend to live in the countryside. A third or more of the population of many small villages in the centre of France are inhabited by British. It's kind of amazing when I visit my grandparents there to see that half their friends speak english only.

Based on the number of 100,000 Americans living permanently in France, apparently only 0.03% of Americans agree with you?
Because for most americans Europe is a country and its capital is paris.
