Federalization isn't an American invention, quite a few countries have been using this model. The US and the EU are different in that americans states stand together, whereas the EU is all about Germany and its side-kick france keeping its political and economical influence over other surrounding states. As you see the motivations are very different and the 2 can't compare.

couldnt the respective navies just do that? I never understood the need for a coast guard and all those other Federal LE agencies.
