Let's say somebody finishes high school or gets a useless college degree.

But how about food, transport, clothing...etc.

In Spain is possible. But now, don't expect to live good. Basicly to survive. But hey, it's on welfare. Without working... There is a nationwide rent of 400€ or something like that, but it's on limited time.
A terrorist which went to Syria to join the war, was earning nothing less than 875€ per month (930$) with the welfare rent and the aid for an appartment rental.
The only condition to achieve that welfare is to live legally 1 year in the Basque Region. Another welfare up to 600€ is appliable in Castille and León, the biggest region of Spain (about 640$).
Let me tell you that with 875€ in the north of Spain you can rent a small appartment (about 300€ per month), you pay the electricity and the water and commune building expenses (add about the 100€ per month), internet and phone (add 30-40€ per month). That's 440€. You have 435€ to spend in food, clothes, and whatever you want. On welfare. And a house can have up to 2 welfare earners. Kinda funny huh!
Where I live the minimum welfare to live is 380€ (about 405$), you can't do about nothing with that money. But they will increase it to 531€ (565$) and it will be appliable even for all foreign persons, not only for Spanish citizens and EU members. And the minimum age will be 18 yo instead of 25, and every house can have 2 welfare earners.
Now think, an immigrant couple which is not working and has none or 1-2 kids can earn 1.062€ per month (1.130$). The only requirements are to make job courses and to attend some job skills lections. If you don't find work you will earn it all the time, as it will become unlimited (the actual welfare is up to 36 months). With 1.062€ per month a family can live bro, even you can have an used car and maintain it.

Italy is great mostly because of the universal medical care. But the welfare does not work much aside from that.
University is of course dirt cheap compared to UK / US / Canada, but then in France it is even a lot cheaper, yet students get more government money as well over there.

I think it's ridiculous that the income tax is that high (like 40%?) and then get such little welfare. I think it's worth it when the system is like France where students and parents receive lots of benefits, but Italy doesn't even have those, where's all the tax money? There are well-functioning healthcare systems in Asia and people pay like only 10% of their income on taxes.

Not sure how the tax works since I've only been here for 3 years and something, and I don't have a steady job. Not sure everyone pays taxes, just like France where the poorest do not pay them.
Where is the money ? Good question. Mismanaged probably, at all society levels.
