No it is not alive and well. A few token Cossacks trying to keep something alive, but that is the extent of it. The Cossacks will never be the Cossacks again, having a few festivals and some honor guards/military units is not an indication the Cossacks are alive and well.
Cossacks were a lifestyle, a way of life, that will not ever be revived. The Cossacks are a group that do not fit in with the modern world, and in any case, Stalin destroyed the Cossacks, and they are not coming back. I doubt anyone sincerely really wants them back.
