I recognize the small cathedral with the blue domes and the university behind it, the bridge and road network are all new as in the building and landscaping all through the area. In the water there was an old dredge not far from the Museum at victory park. The TV station was also to the right and behind on a hill if I remember correctly. Koneva Street is far south from there this picture was taken.
I wandered all through that area one weekend and my guide (Irina) met me in front of a the theatre by a big square with Lenins statue. It's totally different.

I first came to Belgorod in 2010, and since then a lot of new things have appeared.
Here was the zoo.Old. Now he's almost out of town, new, beautiful, big. and on the, children's educational and entertainment center. Here children can play by profession, from the lifeguard to the designer or businessman. I don't remember the whole list.
Okay. I got to a computer that I can access google earth on. I stayed at a rented apartment on the corner of Koneva and Schchorsa. The complex immediately east of there was being built. The shopping center to the north seems bigger. Everything south such as the mall is new or I don't remember it. I know my balcony faced due west. I remember school No 41. The river you mentioned meets the North Don and I wandered the eastern bank.
