I have no idea what definition you mean. Europe is Europe and Moscow is clearly major european city. If I would suggest Yerevan or Tbilisi or even Istanbul as transcontinental city I would understand some confusion, but with Moscow it is pretty clear. Moscow is by any criteria major european city.
Because for a lot of people, Europe = UE/Eu28.

Yeah, I don't really get why people think that London is on the same strata as Paris Paris seems to be far superior to London. And the way things are going Paris is going to be much more influential than London for the near future

To be fair most, if not all of those rankings are provided by institution in English language countries.
Look at this forum, there is a UK forum, a Canada forum, an Australian forum, even an Ottawa and Calgary forum, but there is no forum for countries like France or Germany.
