Most people here do have a beer or some wine regularly, yet people who drink in excess are really not the normality, or at least do not do it regularly. Having some wine with your meal is totally normal, at least for an evening at the restaurant.
I don't know, it seems that more people do drink more, more often, yet at the same time tolerance for drunkenness has lessened, so maybe it just appears like this because this is considered less normal than, say, 15 years ago ?

Binge drinking was never a big problem in EU.
In fact, the rate of binge drinking in the U.S. is the highest in the world. Despite the U.S. drinking age, binge drinking is the biggest problem for people under the age of 21.

Britain's problem with the binge is well known. It's not uncommon for European resort villages to be completely turned upside down by British tourists who can't control themselves. It's an embarrassing disgrace. Commonly, the British will try to associate themselves with Europe when talking about drinking culture - i.e. adopting the Mediterranean story line - moderate use and healthy attitudes aligned with early and healthy drinking. This, of course, is nonsense as Britain's drinking culture is nothing like the traditional Mediterranean story - wine with dinner and overall healthy use.
As well known in Britain (and the far reaches where British tourists frequent), women are the fastest growing segment of binge drinkers pretty much equaling their male counterparts with relative consumption, drunkenness and havoc wreaked in their wake.
I've been noticing more and more, even in very nice restaurants, that it's quite common for couples to order a bottle of wine to be consumed by the woman while the man is putting down pint after pint. Or sometimes two bottles of wine for a couple to be consumed in parallel. Sometimes I think that one wanting red and one wanting white is used as a justification to drink a full bottle each just over dinner. Classy.
Alcohol tax went through the roof, so they don't serve you a bottle of wine with your menu, no almost free carajillos or cup of brandy.
So people don't drink that much because taxes, and those idiotic DUI laws forces Spanish to drive while sober, when nobody had accidents while being drunk. Europe.
Next step will be to forbid pig and pray to the east, just joking but who knows with those politicians we have?

What I'm trying to say is alcohol consumption is directly related to taxes, and that the government could not care less about our health.
