I'll give you one reason. If the Union actually acted like a Union then they would have one Army that could be called up for action instead of having to deal with individual nations to do so. They should be a Union on everything in the same manner the US is a union of states. The US spends too much time and funds, when the EU should be able to do things for themselves by now.

It acts like an union, but not as nation state, which it isn't. Neither have I seen the US put a single dime into the EU.

Why "should" the EU be like the US? The idea of a federalised mega-state is hugely unpopular with Europeans.

And there are several EU combat troops:

Of course it's hugely unpopular with Europeans. They are still in the mindset of don't worry about the big picture, the Americans will take care of it.

I don't need links on their military. I've personally seen their decades of inability and lack of followup on their pledges.

What big picture is there to think of which is currently not thought about? I would say your Orange Menace's withdrawal from the Paris climate accords is a prime example of not thinking about the big picture.

Inability and what follow-up on what pledges? TTIP? The war in Afghanistan? Give some examples.

The goal of the EU is not even to become a single unified country. It's only a cooperation mechanism.
