I've heard a lot of great things about the Netherlands, for instance, everyone speaks English there. Some source claims that the percentage of the population able to hold conversations in English is about 90% in the Netherlands and over 95% in the UK. But don't let the numbers fool you!
Yes, most people speak decent English in the Netherlands. I'd say I only met one Dutch guy who had a little difficulty with conversational English during my visit.
But their English proficiency actually quite limited. Very few Dutch speak English as well as an average American does.
As a matter of fact, there are a ton of successful English speaking British actors/comedians/writers in the U.S. But what about the Dutch?

OP, why would you expect the Dutch (or any non-Native speakers of English) to speak English as well as Americans? Or as well as any native speakers of English? That's an odd expectation.
