I spent 5 days in Paris last September. Overall I found it to be clean, especially in the center and main touristy areas.
However, I did chance upon some very dirty areas off the beaten path. I remember in particular a street that was virtually *all* hair salons in a predominantly black section of the city. There were hair weave 'corpses' all down the street! I have never seen anything like that in my life!
I thought it was a clean city. The ball & chain said she saw a rat by the Eiffel Tower, but I didn't see it and those things do happen. I imagine some of the suburbs are dirty, but for the most part everything seemed well-kept.
My wife and I visited Paris in March and thought it was fairly clean, I've seen much worse here in the US.
We also stayed just a few minutes walk away from the Eiffel Tower, right by the Ecole Militaire, which was nice because the Metro station was super close.
Well, the dirtiest hotel room I have ever come across was in Paris. My wife and I stayed for one night, as it was already paid for, but we spent the afternoon looking for nicer accommodation. We were fortunate enough to find a very nice hotel for only slightly more money. We did ask to see the room before committing. I don't know if that's normal etiquette in Paris, but considering our earlier experience; I think it's pretty understandable.
Overall, the touristy areas are fairly clean. Some parts off the beaten path are less so--about normal for a large Western city.
