If you are going to lift weights, it's a good idea to do a warm up. Gets the muscles and joints moving and also allows them to be loose.
I personally run for 7.5 minutes a a decent jog pace, followed by some dynamic stretches. Then do 2 warm up sets on my first two lifts.
Warming up prior to a workout is important.
I would agree that doing your cardio after a workout/lift is better. Especially if you are trying to lose weight.
