I have been regularly running 3-4 times a week 3-4 miles alternating. I started this workout in September 2012 but the summer heat is really killing me and forcing me to wake earlier and I am getting tired of 4:30 in the morning runs. My question is how much will it affect me to serously cut down my run time to maybe 2 times a week for about 3 months. I have not ran in 4 days and I feel more tired than usual. I'm thinking I might have to join a gym and start working out at lunch if the break becomes too much. Also do you think occasional breaks are good thing to do period?

Yes, everyone needs breaks. I am not a runner so I can't say how your plan will effect you, but a few times a year taking a week long break is a GOOD thing.

health strictly, also I like the feeling after a run. I have a 5K in Sept but do not plan on winning or anything.

Not sure about running as im not a runner either. Take off 2 or 3 weeks out of the gym and lose strength though.

You will lose a lot of your gains if you take a break or reduce it to what you are considering. Maybe a) slow down your speed and maintain mileage or b) decrease mileage and maintain speed to help. Good luck with that transition though. Speaking from experience, I would not stop altogether for a period of time as it will seriously impact your results when you start back up. You could try other alternatives to running in the heat as well. Or, as you say, do the gym and eat the cost.

for the last 12 or 13 years, whether in just lifting, or in CrossFit, I'll take a week off every 3 or 4 months. When lifting, I would usually see an increase in the weight I was lifting, as well as a slight mass gain. Even in CF, after a week off, I usually come back feeling much better during workouts. Now, I'm not a runner, but I dont think it matters. A week off gives your muscles time to fully heal and recover.

Did something change between last summer and this summer? If you were able to run under the same conditions last year and find you can't this year I would be worried a little.

A week break every few months are no big deal. Sometimes I've felt better, others worse after such a break. But if you are working out regularly 1 week every 3-4 mos isn't that much. Especially if your break is a great vacation.

To cut back your exercises more than 50% will effect you tho. You might try something different like cycling, swimming, etc. Or as you said you might go to the gym and run on a treadmill.
