When I work out, I'm more interested in... working out... than looking at anyone else. That's the last place I want any distractions... especially when I'm supporting heavy weights or struggling for max repetitions.
Short of being unsanitary, nude, or on fire, people have my blessing to wear what they want at the gym for whatever reason.

I do have problem with Fuggly 5s in tight outfit who think highly of themself
Like the women with the very "before" bodies wearing the very loose and revealing "after" clothes....no bueno. This ain't a dairy, put all that cottage cheese away.
Some ladies wear it to draw attention (even though they will deny it). It's an ego and confidence booster.
Some wear it since it's main stream. (Cosmo and other mags are promoting it, their favorite celebrity is wearing it, it's the current trend (think yoga pants in public, etc))
Other ladies wear because their are dong teasers. They enjoy making dudes hot and bothered. (i like those ladies)
At my current gym, there are 2 ladies that wear extremely tight outfits. It's gives me more motivation at the gym. (and i take a couple of innocent look)
Because spandex and tanks are comfortable. I can't wear Tshirts. I find them to be very hot and get in the way when doing squats. Easier to find spandex/yoga pants vs shorts. There is no way I could wear sweat pants. Way too hot. In fact I don't understand how people work out in sweat pants or long sleeves. The shorts I see at the stores these days for women are very low rise and very short. I tried wearing shorts and the material kept rubbing up and down my leg. I didn't like it it was distracting. It's not about being sexy. The last place I feel sexy is at the gym. Now if a woman is going to the gym with full hair and makeup and jewelry then she's not there just to work out IMO.
I wear tight bottoms because nothing rides up, chaffs, or flaps. Yoga pants and the like are cooler than sweat pants and much more comfortable than shorts. Tshirts don't bother me.
Who cares that I have a "before" body? I wear what's comfortable and what's going to keep me in the gym.
