Ive read the ideal/crude measurement for females is 100 lbs-starting at 5', add 4-6lbs per inch. So, if you're 5' 4" you should be around 120-125 (ideally) I think here in America we have bumped that 1" weight to 20lbs
Measurements are better than weight because weight does not account for body composition. Personally, I like the model look, 34/23/34 for women. Most lean women struggle to attain equal proportions. The quickest way to do this is bench press and other upper body work.
The average American woman is 5'4 and 165lbs, which is pretty big. Average American male is 5'9 and 195lbs, also overweight. Unless either sex workouts on a regular basis, both genders definitely need to drop some weight.
The rule of thumb for women is 100 pound for the first 5 feet and 5 pounds for every inch over. I'm 5'9" and 145 isn't bad for me. I try to stay w/in 5 pounds of that and I'm happy. That doesn't work for everyone and gym rats will weigh more with all that solid muscle.
the weight & girth charts are different for maine girls..
nothing wrong with a little marbling on a good woman- id rather see some extra padding on a woman(gives ya warmth in the winter) than the sick, skinny, greyhound looking miss prissy's ive seen on tv.
you need to be hearty up here alot of women help with stacking wood, working in the garden, tending to livestock,,and even going hunting..

That is UNDERweight. Also, the "ideal" weight needs to take into account how muscular you are. Two women who are the same height - the one who weighs 140 lbs with a good (not excessive) layer of muscle is much better off than one who weighs 115 lbs. In fact, the one who weighs 140 lbs but is not particularly well-defined muscularly is STILL better off than the underweight woman at 115 lbs.
"Ideal" should be based only on issues of health, not on unrealistic Barbie-proportions. You're right about one thing - bony isn't pretty.
I don't visit costco but I visit Sam's club and it is pretty much the same thing you mentioned, places like that will attract certain demographics, same with Golden Corral and fast food restaurants. Obesity in this country is a reality but as far as saying that a 5'4" woman at 140lbs is a crisis is absurd. I don't care much for the BMI chart, there are too many factors to consider such as ethnic background, bone structure, lifestyle and body composition etc.
BMI charts are totally meaningless. The only way to get a true measure of your body fat involves dropping you naked into a giant tank of water, and a whole bunch of volume/displacement measuring.
Actually there is now a better method for measuring body fat than dropping you in a tank of water - it's called DEXA (Dual-emission X-ray absorptiometry) scan:
Trying to guestimate from just height and weight is not much short of voodoo.
