Why would anyone care if someone else is cheating on the treadmill? Does it make you feel better or innately superior if you "don't cheat?"
I run 3:40 marathons and do the vast majority of my running on a treadmill. I always hold on to the control panel but successfully complete 4-5 marathons a year in a 3:40 range. I've done this for 20 years and have never noticed that my holding onto the control panel impedes my outside running, makes me slower or does anything else negative for me. Why anyone else would care what others in the gym do is beyond me.

Because they are unhappy with their own life and therefore need to label others as somehow being lower on the food chain than they are. Its natural for unhappy humans to do this.
Saw this lady on the treadmill. She had it inclined pretty high. She was hugging the control panel as she was walking. I understand some people need the handles for support and safety, but hugging the control panel while on high incline? Really?
put blinders on. you are there to workout on your body not watch others.
I do incline on the treadmill and holding on makes it so much easier that I don't see the point? Not holding on makes it a much harder workout which is the whole point of putting it an an incline. There is someone at my gym that always holds on. I enjoy hiking up mountains and this workout makes it easier. There is nothing to hold onto when you walk up a mountain.
I notice people in my gym who either paid no attention at orientation or somehow missed it. I can tell they are going to hurt themselves, but you can't say anything. They jerk the dumbbells because they are obviously too heavy for them. Or they get on resistance machines without changing the seat height or the weights or use a posture that will injure them. Oh well... not my business.

The same reason why people put other people down about any other issue - to make themselves feel better about their lives.
