Who said anything about bulking up? Plenty of people slave away for years on treadmills with no change in their appearance. Proper diet and weight training cannot be emphasized enough.

One of the interesting metabolic occurrences while losing weight is that the body must flush-out the waste-products of burning the fat (i.e., the metabolites). So make sure you drink at least a gallon of water a day (not counting the other liquids you drink). Personally, I've found it helpful to avoid added salt during this period, for it causes water retention. You'll still get enough salt when you eat packaged or fast food.

Plus, you'll lose weight faster the more fat you avoid. I suggest at the end of the day eating fix a big salad and eat just with lemon juice squeezed over it, or steam some veggies and eat them with no butter. This fills you up, then later you'll find you eat less of the regular food you eat for dinner.

This is playing out like a script from an infomercial. If bulking up with muscles was that easy, every person that lifted in the gym would look like arnold. Especially at 5'9'' 145lbs, you need some muscle on your frame to make up for your diet. Muscle also gives the skinny and toned appearance.

If you're that weight with a gut, then you probably need to be 130ish pounds to not have a gut, which is ridiculous at 5'9''; your body fat percentage is probably 18-20%. Or you could be 160 pounds at 12% body fat and look ripped.

Basically, all that cardio isn't going to do anything for you.

If the gut is the main problem, more protein less carbs including alcohol.

And although u can't spot reduce, u can "spot tighten" w anaerobic exercises all around the area. Working the back and obliques should pull the belly up for example.
