Oh yeah, don't run during the day, I've heard of other people out here having similar reactions, not sure if its allergens in the air, the heavy cloud of pollution or what but I would recommend sticking to early morning or late evening runs and see if that alleviates your issues. Sometimes in the summer here if I work out outdoors I start wheezing and feel my throat close up and it takes it awhile to go away, I never get that training in the mornings or at night.
