I don't know if that's necessarily true. But for the sake of argument, let's say it is. If a man puts on 20 lbs of LBM and sits at 15-20% BF, he'll look big. That's what it takes for a natural to look big. Granted not everyone can get big, but I believe the average guy can if that's his goal. At the very least he can get noticeably bigger than before he started training. Regardless, there's no point in aiming low.
