Maybe you should calibrate your treadmill! You say that you do not jog but if you're going at a 4.9 mph clip that is a near jog! Try doing that with an accurate measurement device, i.e. Garmin Vivosmart HR+, in your local park and you will see! You are nearly running at that speed. I have done this for years and have a great deal of experience. I do about 13 min/mile and that is about 3.9 to 4.1 mph on land, not a treadmill!
And that is a near jog compared to other walkers! At 4.9 mph you are really moving!

When I first started walking after several years of nursing foot problems, it took me 25 minutes to walk a mile on a flat trail.

I've shaved off six minutes (19 minutes) but that seems to be as fast as I can go for now. This is why I mostly ride my bike: fewer problems with my feet.

Getting old stinks! (Yes, I understand that the alternative is worse!)

For most people a 20 minute pace is pretty normal and a person in average shape should be able to accomplish pretty easily. A 15 minute pace is pretty brisk and a 12 minute pace is darn close to jogging (5 mph).

I wonder if the treadmill at the gym is calibrated right? Today I walked 3.6 MPH, with an incline of 4, and it took me just under 20 min. for a mile.. I am not tall, so my stride is not long..something like 17.4...what do you think?

That speed and incline took my heart into a good cardio range for my age...

When I used to walk on treadmills I would walk a mile in 15 minutes. That is some how a standard walking speed.

Today's activity as per my Garmin Vivosmart HR+ activity tracker on a flat surface/outside in local park!
Male/68 years old and in fairly good shape; former runner for 10 years but knees won't take it anymore!

My friends average 18-20 min per mile for their pace which is OK but slow for me!
When I did the above, it was very accurate as measured with a Garmin GPS with HR, Speed and Distance measured by the wrist tracker. And it was not my fastest mile, at my present advanced age of 68 but it was moving pretty good, not jogging but speed walking. So anything under a 12:30 mile is jogging or I would have to see you walk this fast to believe it! Documentation please!
