I'm looking for specific info on pipeline work in AK. Is there work for laborers? What's the pay like? Is there a sign on bonus? Housing? Any info would be helpful. Thanks

I generally can never find actual salary information. But at least this will answer your 'benefits' questions:

The position is located on the North Slope and requires a rotational work schedule. Relocation assistance to Alaska is not provided, however transportation between Anchorage and Prudhoe Bay is provided. Room and meals provided while in Prudhoe Bay.

As Dakster mentioned, most jobs on the slope include airfare to/from Anchorage and housing & meals on the slope. You generally work a two week on/two week off schedule. So you'd need somewhere to live when you are off in Anchorage or Fairbanks, or you'd be covering your own airfare to the lower 48 if you live there.
And there are people that do that. I had a friend that commuted for a few years from Phoenix before he made the move to Alaska.
