Fargo is the cheapest of any of the ND cities.... 1 BR rentals from 400-500 are quite common and in good locations (newer complexes closer to 600 or so). Gas is typically about 10 cents less than where I live in Grand Forks and about 15 cents less than Bismarck-Minot due to more competition.
I dont know about where you come....but from my perspective living in Grand Forks about 1 hour north and from someone who travels to Fargo frequently....it would appear cheap enough to live on 25K. Many people do so.
