It depends on your needs/problems. I think doubling whatever liquid/cream with a mineral concealer powder over top is great for heavy coverage unless you tend to wrinkle with powders around the eyes.
I've found that for me, using a foundation brush to dab a "bare minerals" powder foundation on, then using the same foundation with a kabuki in the usual way, is the best. I have darker pigmentation under my eyes, it's only partly the typical "dark circles" thing and mostly an actual pigmentation thing. So I really do need to cover it up, even if I get plenty of sleep and hydrate properly. I used to use cream concealers but they always looked caked on and never -ever- matched my foundation.
So this bare minerals has been a huge bonus for me. I know not everyone can tolerate the bismuth ingredient but if you can, I'd recommend giving it a try - or one of the nearly-identical copycat brands. I've found the name brand works for me so I'm happy paying a few bucks extra for it. It's not that expensive in the first place.
I love Trish McEvoy's eye brightening pencil...it's a soft, pink pencil that reflects light...it doesn't "cover up" those dark circles, it makes the darkness go away by reflecting light back to the viewer! It really works! I have terrible dark circles (and bags!) under my eyes, and this stuff is better than any other "concealer" I've use.
