Yes, but the question is, why is there a plethora of makeup available in white shades (even when whites aren't a part of the community/neighborhood)? I've ventured to all black areas. The drug stores (despite not having practically any white people in the community) manage to have elaborate displays of white women centered advertisement in the makeup aisles and surprisingly a greater array of makeup for white women, than ethnic women; despite the fact that NO white women are present.
How is this a business decision?
Probably because of the decision of some random man in marketing and sales of whichever company you are speaking of.
You know how that is, plan A works in region 9, lets implement it across the board, those women dont know what shade of makeup they want, we'll tell them what they need to buy.

Well I don't live in your world so I don't know what you see, but in my world you are dead wrong. You are essentially claiming that your local drug store stocks makeup for white women in an area with NO white women, and as such aren't selling any makeup at all, because they are racists against the black clientele who are actually there to spend money. Come on.
As for the advertising, those are furnished for free (or are paid for in the form of vendor payment credits) by the cosmetics companies. They reflect their national advertising trends, which is the most cost effective solution for them.
I don't think you can compare Hispanic and Asian women to Black women. First, most Latinas and Asians are closer to white in appearance (in terms of color, and/or hair type). I have known several Mestizo and white Hispanic women. I've also known several white colored Asians who have no problems finding makeup to match their shades.
Also, I'm just curious, if CVS is not the place to find black makeup, where does one find it? Let me guess, I should try a specialty store. LOL, I actually went into a lacome makeup store and inquired about finding my shade. The Latina makeup clerk was quick to let me know that they did not have my skin shade. The message is loud and clear. Dark women are not even valued enough to have makeup made in our skin shade.
Black models will never be 'in' as long as white supremacy is in existence. I am not looking outward for validation; but it would be nice to see women that shared my color on the cover of magazines.

Your statements reek of racial bias and negativity. As far as "having the luxury of not worrying about race", with your attitude, you probably will always be viewed with raised eyebrows and give a wide berth.

People of color know that what I'm saying is true. You can venture to any black area/drug store and see countless makeup for white women, despite the fact that very few white women are there...

I'm waiting for one Black/Hispanic person to say that I've made this up. Anyone who has ever lived in a predominately Black/Hispanic neighborhood knows that this is true.
I've always wondered why there is such an elaborate display of makeup for white women, when there aren't any whites in the immediate community...
2) If the "White" cosmetics are not selling then the store owner will lose business, so obviously someone is buying it.
3) If someone does not like the practices, inventory selection and/or the treatment that they receive from a particular establishment they are free to patronize elsewhere.
4) If storeowners see a need, they usually make an attempt to accomodate requests (it means more revenue for them so why wouldn't they?)
5) If a store owner sees certain individuals as a nuisance, they would rather not have that business and avoid the aggravation.
Ok, seriously, who in Bedstuy or the South Bronx is buying Caucasian makeup? If you go to any of the local community drugs stores, you will find a plethora of makeup geared at fair skinned women.
Also, people who live in the inner city do not (always) have access to a wide variety of stores. They may only have 1 or 2 drug stores in their immediate vicinity. Why should these people be looked at as a nuisance, simply for requesting adequate representation of supplies that accommodate the primary buyers within a given community?

People vote with their dollars....if no one is buying it the store owner loses money.
If you live in the NYC area you have PLENTY of other options for buying the proper cosmetics. Seriously, its NYC not North Dakota.
I don't live in NYC, I'm just pointing out the reality that you can find ample white makeup in drug stores located in the South Bronx and Bedstuy.
WHO CARES?
No one really cares if there is dark complexion makeup available in areas with a minute population of Black people, so why do you care if there is makeup for "Caucasians" in a predominantly Black area?
