How could it possibly be "creepy"?
The point of cologne is to have others become attracted to you, correct? Well, if the person wearing the cologne is not attractive, but is trying to get someone to become attracted to them, I guess some women, younger ones, maybe? could find that creepy. I myself enjoy fragrance. BUT it can be mis-used and overdone, no question about it.

The cloud of toxic waste that engulfs the one wearing the chemical-based fragrances is what causes me to run in the other direction. And the putrid stench stays in the air way too long, even after the wearer has left the area.

Let's get one thing straight; frat boys don't shower OR wear cologne.

To answer your question, no, cologne isn't creepy to me as I hardly ever smell it, but I can see how one would feel it is.
