Forever 21 has a large men's section, just like Express.
What do you like about Express (price, style, etc)? That will narrow down qualities of other stores that are like Express.

Express is a middle brand mall chain store, meaning you will likely get the latest fashion about a year after the fact. This isn't a hard and fast rule, as some stores like Zara and H&M have reasonably priced trendy clothes. Other chain stores will be more on point with the latest trends. For example, I have seen men's flared jeans at Nordstrom (I believe they were True Religion brand) but you will be paying a lot more than at Express. Like with most trends, once deemed "trendy," it has to make its way through higher end lines, eventually being copied by the rest of the middle and lower priced stores.

Urban Outfitters recently had an e-newsletter featuring 70's style clothing, I'd check them out.
