My leg hairs grow too slowly to waste time shaving regularly. It used to be I'd shave twice a week. Now it's once every two weeks. That's year round. I'm just not all that hairy on my legs anymore.
I was reading another CD forum and some were talking about spring and the fact they had shaved their legs. Are there are lot of women who don't shave their legs during the winter?
There's plenty, it's not like you don't shave aaall winter though, at least not me. But yeah, I do skip it for most of the winter, that's pretty normal for lottsa girls in the places I live and lived. I mean, unless you're gonna be wearing skirts without tights or shorts all the time (and you're not) there's really no point unless it just makes you feel uncomfortable or something.

Only in cultures where hairy legs are unappealing.
In some countries, shaven legs are considered an oddity, and hair on legs is considered normal. Which, of course, it is - since if it weren't normal, it wouldn't grow in the first place.
In some countries, shaven armpits on women is also considered odd and abnormal, and unappealing.

I only shave regularly during the summer. In the winter, shaving my legs is pretty rare. I tend to either wear slacks or tights, and I'm single so no one's in my bed but me.
Wear skirts or dresses from November until mid-to-late spring. So I let the hairs sprout. I do shave the legs when they get "long" but that cuts the ritual back to about once a month, which I LIKE.
I don't shave... I wax, once a month, my legs are always looking silky smooth, I go out every weekend so I have to
