Actually yes. They are usually body piercing and tatto parlors. They should be licensed and insured. I wouldn't recommend going to the mall to get your nose pierced. I don't even think they are allowed to do it.
There's a pretty common issue with nostril piercings, little bacterial pockets. They're basically zits. Just do some saline solution soaks and they'll go away soon enough, don't pop them or you could irritate the piercing.

Body modification has been around for a very long time. As a subculture, it's not going away. Maybe the tribal band around the arm will go away, and the rose on the ankle, but tattooing, piercing, scarification, and other hard mods? They're gonna be around for some time.
And I quite like my large stretched earlobes, thanks.
