Paris and Rome if you ignore the American tourists. In the U.S., definitely New York although now that DC has more young people living there now, it's getting better. Boomers and gen-Xers dress like slobs. Millenials look much nicer so cities with more of them are better dressed.

NYC will always be up there, just because of their sheer numbers. But LA and Miami have their own style and even DC is beginning to shed it's conservative image. Internationally, Paris and Milan are probably tied with London a close second. Rio and Buenos Aires also have their own vibe. Rio would be more similar to the beach culture of Miami, while BA is more uptown like NYC or DC.
