I must agree with that, it was dumb in the 80's, its even worse now.
I guess I'd have to see the outfit to judge if it works or not. Scarves are a pretty common item here.
If its cold out and you need a scarf to keep your neck warm given you're wearing a coat jacket that offers no protection to that area, that's fine. I dont see a problem with that. A man wearing a scarf over a t-shirt on a warm day looks like an idiot. Is it normal to wear earmuffs with shorts and flip flops on? No! Scarves are an accessory used to keep warm when its cold out.
What about the metrosexuals who wear a scarf on the OUTSIDE of their jackets/coats. WTF is up with that?

Oops, I went back and added to my statement, and I missed your reply. I agree that some outfits can just not make sense and thus look dumb. Shorts with Ugg boots, for example.

Experience young one. Experience. Being born and raised here and being around entertainment types (mega successful "A" list all the way down to "Z" list) one is able to figure out if and what group they belong to.
Just like how its easy to identify the tourists from the Locals in vegas after being there so many years, its the same here.
I can understand wearing a scarf if the coat you're wearing offers no protection of the neck area such as a peacoat. The type of guy I speak of is one who is wearing a jacket or coat that fully zips up to the chin, yet feels the need to keep it zipped half way open so that he can accesorize his attire with a fashionable scarf! In my opinion, it just isnt a very manly thing to do. If you're cold, zip your damn jacket up and stop trying to look pretty.

You don't need one with a M-65 field jacket or Carhartt work coat and a hood!
It would be functional in the desert, but it's worn as an accessory.
I wear a scarf in winter, and wrap it around my mouth when I have to walk to the train.
