When you stare that means you are looking creepy "like a wanna be rapist" and thinking about things you shouldn't be about a total stranger.
Maybe, maybe not. So you can leer like they are a prostitute and deal with finding out. Don't cry like an infant because someone told you that you were being inappropriate. I think a general rule should be.....If you dont want attention/gawkers/being eye raped/etc.. Then dont dont dress in a manner that will bring that on. That's like a man going out and buying a bright yellow lamborghini then complain about why everyone is staring at him.
So maybe it applies to both - you dress like a tart, you'll get stared at like a tart. You stare too much, people will you think you're a weirdo.

I agree with this. Am I supposed to start dressing conservatively for fear of others leering at me with lustful looks? I'm comfortable with my style and if someone wants to stare at me, so be it. But I don't feel like I should have to change who I am just because some jerks out there don't know how to control their mannerisms.

I like dressing a certain way and I acknowledge that the little bit of skin I show might elicit a certain response, so I'm aware that it's something I have to deal with.
