Extremely tight to the body to the point of being too small. You could post a lot of articles of clothing and it all depends on whether it is age appropriate for the person wearing it and how they wear it. This picture is not indictive of the answer you are looking for.
I'd have to see it on the person actually wearing it. The model is skinny with no chest. There are a lot of things that wouldn't look suggestive on her that might look suggestive on someone with a lot of curves. Also - is the sweater skin tight on the person in question? How much cleavage is showing?

We're assuming the sweater is made to fit the measurements of the person wearing it. For example, if a size small fits a 32 bust, the person wearing it is a 32 bust. We're not talking about a woman wearing a sweater that is too small for her.

That sweater is very form fitting on that model. You can see the outline of her bust and the definition of her waist, even with her small frame. However, clearly that's how the sweater was meant to fit. We are assuming no cleavage is showing because it's not showing on the model wearing the properly fitted v neck sweater.
Also, I think her figure would have something to do with it. Things tend to suggestive when people are curvier.
