We have no idea if she works in an office. What if she works in a clothing store? Or as a hostess in a restaurant? It's appropriate then IMO. It totally depends.
If wearing a skirt that short wouldn't raise any eyebrows, then the shorts are OK. The tights are irrelevant. The shorts wouldn't be allowed where I work, but I think some places would have no problem with them.
For those unaware, formal shorts are a fashion trend. You might want to check with your employer. Some have dress codes against shorts, some are more lax. I've worked in office settings where suits with culottes (very 15 years ago, I know) were perfectly fine. Check your dress code to make sure.
I don't think it's that they're shorts so much as that they are very short. That second pair barely covers the model's crotch. The first pair seems OK but that's only because the model is very thin. If a woman who is not so thin wears them (I have no idea what the OP looks like, just saying), they will be shorter. It's a lot of thigh to be showing at work.
someone that works with me was sent home because of wearing shorts and tights last fall. It looked good and was very chic and fashion forward, however, it was most definitely not appropriate for a conservative office environment.
If you work in the art industry (modeling, fashion, art gallery etc.) , then probably yes. Although I would still want the shorts to be a tad bit longer for a more professional look. Anywhere else, I would say very likely not. I work in an office setting on a campus and would most def be sent home in either one of those fits.
Both are nice for work if your position is as secretary.
If you are executive, I don't think so.
Esp. if your position is secretary and you don't ever want to be an executive......
