Shorts are rarely appropriate in business settings. I vote "no."

They're probably not appropriate for any work setting outside of the fashion industry or a bar.

Even though they are cute, it won't fly in most of professional business setting. Unless you work in fashion, modeling, biz type of industry.
If my secretary shows up one day wearing that, I would say "You look fabulous" but then I will send her home to change.

Not where I work. I think it is a cute outfit, for going out, but not appropriate for work...

Teacher? No
Secretary? No

A woman in the business world needs to dress like she is the CEO. This outfit is not is CEO material.

I agree. I'd wear a skirt with those tights. The shoes are OK as long as the skirt isn't a hoochy mama skirt.

I also think shorts are not that suitable. Consider choosing a short skirt. It will look more beautiful.

Depends on where you work. In a creative, edgy type of setting with no strict dress code it would be fine - fashion industry, magazine, art agency, advertising, etc. In a more conservative formal industry like finance, banking, law? No.

What kind of work environment are you referring to? There's a lot of differences depending on the business. Like something you would find fit for a strip club job interview, might look a lot different than trying to get a job for Apple or Microsoft.

And applying for a job at Apple would rate different clothes than applying for a job at Microsoft, but I guess this might confuse the topic, no?
