It is actually pretty common. That doesn't mean there is a huge difference. But a few inches is not unusual.

Clothing isn't really designed for with the idea that rib cage = waist. Based on your idea, that would mean every manufacturer is assume that most people are wearing f, g, h cup bras since there is. 7-9 inch gap between those two measurements in typical brands. If that was accurate I would never have problems finding clothing.

In reality, the clothing manufacturers are cutting with the idea that the rib cage is a couple of inches wider than the waist, and that the difference between rib cage and bust is about 4 inches. Which is why bustier women have such epic fit problems.

None of these actually work. My waist is way too small to have the issues an average inverted triangle has. Also my butt isn't flat at all. My lower half is only small because of my lack of hips. Only thing I have in common is my shoulders and boobs. And I'm already small if I were to minimize I'd be a ruler...
