Can I wear flats with a black lacy evening A line knee length skirt ? or should I wear heels (bearing in mind I can only wear maybe a 2inch heel at the most)

A suede or velvet flat would be just fine for winter or just velvet or satin for summer.

Flats are fine. Heels, regardless of height, are more dressy, elegant.
What about up to / over the knee black boots with black fishnets? A flat or low heel would be hot!

We are heading to Rome for our anniversary
Hes so used to seeing me in jeans or denim skirts that I decided to buy a dressier skirt and top for date night just a little confused on which shoes to go with. Flats would be great as I'm not so good at balancing in heels anymore.

I'm a guy, but if I were a girl I don't think I would put myself through the discomfort just to wear heels, even if I were proficient in walking in them. I'd wear the flats that peform the same dressy function, but are more comfortable.
