Evening in Paris is the only perfume I can remember my mother having on her bureau when I was a little girl, but that was back in the 60s. OP said her mother may have purchased the brand in question between 2000 and 2005, so I hesitated to suggest that one. But, ya never know. I did google and found that Evening in Paris is still sold. I didn't realize until this googling just how much of a "big deal" this perfume was back in its hey-day.

Rachie -- I feel for you. My mom died at 82 in 2010, and I find myself searching for little things that bring her back to me.

She wore a scent that was from Prince Matchabelli (daddy always patted his tummy and called him Prince pat-your-belly) but it wasn't a cologne, it was a bath oil. Gorgeous scent. Can't remember the name but the bottle was a crown.

And she also wore Estee's Aliage, and Jessica McCLintocks fragrance.

My first thought was Shalimar. I know it used to be really popular.
I know the bottle isn't blue but the lid is and maybe you were remembering the lid?

Estee Lauder's Youth Dew? Not sure if the bottle is blue, but it does have circles around the top.

I just got the current Vermont Country Store catalog and I think the perfume is Arpege by Lanvin. Blue bottle with circles around the top.
