If you notice that a vase majority of all of the people in the 50's magazine was a size 2 or 4 waist line. Many of those dressed up styles are not for women that are a size 14/16/18/20. I think the casual dress has a lot to do with the fact that we American's are not as thin as we use to be. Finding a dress for someone that has a pear shape or is short waist-ed is harder to come by. In addition, comfort has a lot to do with it as well
Black leggings with heels or flats and a dressy longish top.
That is a matter of opinion and I do not find leggings no matter how much someone tries to dress them up to be dressy, yes they can be made to look casual instead of sporty but not dressy in the true sense of the word.....the old saying you can put lipstick on a pig but's it's still a pig...

But too each his own
I agree, I think some leggings ( and that would be very few IMO) can be made to look smart-ish but dressy to me is a different level than that. Cute and Smart-ish at best.
And not many women can pull that style off either. On the whole I think leggings are an abomination even for women of "perfect" shape.

I am sadly now a "larger" Lady due to long term health issues (and disabled) and I still always look casual smart at the minimum and love dressing up. I think it is to do with comfort but more than physical comfort I think people are simply not comfortable mentally with dressing up.
Our society almost frowns upon it and kids are not taught to dress for the occasion. It requires a little effort and people will wear what they are used to wear because anything else is just hard work.
My dad is one of those old-school type of people who doesn't wear jeans in public and will not leave the house if not properly dressed. Sometimes when my parents come to visit he'll fret because he doesn't think he has the "right clothes" for an event or a restaurant. I tell him, "don't worry, someone will be wearing shorts and a Steelers jersey" and lo and behold there will be at least a couple of them (sometimes women.)

You sure can dress them up. Please don't make me put some on, dress them up, take pictures and post them. I will do it. I will show you dressy leggings

That's not it either.
It's not that hard of work to dress up.
It just seems a little redick to dress for Walmart or your local grocery store...
Out to dinner, the movies, out with friends...etc I can see doing a little more than usual.
DB and I went to chilis awhile back, I wore dark wash jeans, low heels, a dressyish sleeveless too and did my hair and make up. I forget what he wore, but it was along the same lines, nice jeans, I think a button up too.
And get this, I didn't pay a single bit of attention to what anyone else was wearing, cause I don't really care to pay much attention to other people.
You could take dress pants and dress top and a dress jacket and substitute the pants for black leggings and the only difference being the tightness of the pants.

As I said it's a matter of opinion, you could wear the Hope Diamond with them, high heels, and to me leggings & high heels look more the get up for a pole dancer, and I would not find them dressy in the true sense of the word....cute, smartish like Moose said yes but not dressy..just my opinion
