It is definitely not Miami. Miami is all about bling and trying to project something that you are not. There is very little class here. I would say New York for business attire, San Fran for artistic creativity and the north east area for casual trad wear.

In my opinion in the US the most classical fashionable city is NY. and my award goes to.....

Surely you jest! Are you looking to move to it if one exists or just visit for wardrobe shopping which may not work where you live.

Manhattan hands down. Guys just don't dress up in other parts of the country, especially casual non-suit/biz-casual/workwear. And SF used to be the West Coast's version of NYC years ago, but with the growing prominence of web/IT/tech businesses in the past decade we've seen the creep of Silicon Valley culture into the city, meaning it's either dgaf or dress whatever you want. Men in the Beltway still dress in suits & blazers, but there's way too much neo-Prep and Vineyard Vines for my taste.
