Imo it generally refers to a youthful face that manages to be attractive without excessive makeup/warpaint .... Ie. It literally gives a refreshing feeling to look at their face.

This seems to be quite rare compared to 15 or so years ago.

That sounds painful.

A fresh face can be fabricated with proper makeup.

Getting proper nutrients and antioxidants, as well as hydration, and proper rest can help the glow happen from within.

Agree with Benny. Young, not obviously made up, healthy looking face. I wouldn't rule out a little mascara and subtle lipstick.

It's too bad young women often do the tanning thing, pile on makeup, and color treat their hair so much. Youth and health are the best beauty enhancers, IMO. But this is the viewpoint of someone no longer young.
