Questions on using skin care products? (toner, tone, sticks, cleanser)

Can someone please explain to me what these products are and in what order should I use them?
1. Cleanser (Cleans the face and opens pores?)
2. Toner (Cleans the residue left from the cleanser and closes pores?)
3. Moisturizer (Makes the skin smooth and soft)
4. Exfoliator (Gets rid of dead skin cells--- does it also remove new skin cells?)
5. BB cream -- I bought it from Korea on Amazon. (Can BB substitute any of the above?)
BONUS:
I have really bad acne scars on my face and over-reactive sebaceous glands (very very very very very oily skin). Even after gently washing my face, my skin becomes oily in 30 minutes. I try not to over wash but if I don't, my face gets really uncomfortable and oily. Either way my face becomes oily -- washing my face provides temporary relief. I also do have over-productive sweat glands. My skin (especially my back) gets extremely sweaty -- I do use deodorant, too. When I am sitting in my car, and I feel a "little hot" my back and hands become drenched in sweat. I constantly have to keep re-adjusting myself to allow airflow between my back and the seat. My shirt is all wet and sticks to my back; and I get all itchy and BAM -- more acne. I have horrible acne scars on my face and back (worse on my back, though) BTW ------ >I do drink plenty of water to keep myself hydrated.
Cleanse, exfoliate (Not daily), toner, moisturizer (although if you are that oily, you don't need moisturizer). A bb cream replaces the moisturizer and gives you some coverage like a foundation.
Here's the thing -- many time oiliness is a reaction to over stimulation. You want to use gentle products that do the job but don't over strip to make your skin say -- oh well -- you took all my protection away so here comes more oil!
Your best bet would be to go to a dermatologist and see if there are any other things you can do -- or not do....
Even i was having the same problem and believe me toner cleanser wont work for long just consult a dermatologist. I have done the same and feel happy when i see my flawless skin...
What brands are you using specifically? I noticed that my acne became better after I stopped using products specifically for acne and just used the ones for 'normal' skin.
As of right now, I am using a Green Tea cleanser and BB cream.
