I must be a creeper. I have complemented a woman on her choice of perfume.

I think if someone said "good lord what is that terrible smell? Is that YOU!?!?!"

You may have used the wrong cologne that day.

I will complement a woman who has accented her wardrobe in a thoughtful way. I can tell she spent some time selecting what she is wearing.

Nothing wrong with that.

I would complement a man for the same thing even though some men tend to squirm a little when a man pays them a complement

He was flirting with her. I feel for young people (not picking on your daughter at all--she's not the only one) who have been taught that strangers are dangerous and who are so wrapped up in their electronic devices that they no longer have casual encounters with people they don't know.

Comments like that used to make my day. It makes me sad that anyone would think it's odd.

"Good Lord you smell good " is a bit overbearing and pings my skeez-o-meter. I'd probably say thank you, not make eye contact, and definitely not smile... don't encourage the stalker.

All sorts of ways to compliment someone politely without coming off all creepy.

Depends on the situation. Most women have a built-in "dirty old man" instinct though perhaps that is old fashioned now. I also think many modern women, feminists especially, don't know how to accept a compliment. What would have been the reaction if the fellow had said, "good grief, what is that stench?" I'd hope a 20 something would be able to filter this stuff. Personally, I make it a matter of practice to not say anything to any woman/girl unless I am conducting business with them. Times have changed and not for the better. People freak out quickly.
