I'm beginning to realize that colored nail polish or any nail polish is an American thing only.
Do any of you know other women from different countries where the norm is to have painted nails? So far, I don't so am asking.
Not saying that occasionally you see it, but it doesn't seem to be the norm. Correct me if I am wrong.

I lived outside the US for many years, and my wife is not from the US; I would say it is the norm to see women from other countries using nail polish.

What specific countries/region are you referring to?

I know one thing, nail polish in the US seems cheaply made, I do not know if this has to do with regulations or just the consumer demand, but the nail polish my wife purchases in Europe is far higher quality. We do our shopping there once or twice a year for things like that. Though a nail polish (or any cosmetic) may say "made in Paris", it seems they have a special line for products destined for the US, or some loophole is used for manufactoring here for them to legally state it is "made in Paris". (Paris used as an example).

My OPI lacquer says it is made in The Netherlands, but Wikipedia says North Hollywood is where the manufacturer is located.
