Is it true that a guy's attractiveness can go up significantly based on his location? (area, region, etc.) (girls, light)

I have a friend who is a Latino male, Colombian and Brazilian mix. He is 6"2, ripped, and has the face of actor Jay Hernandez (Friday Night Lights).
He tells me that when he was in North Carolina, girls would not give him much attention and often told him things like "you aren't bad looking, just not my type".
Then he moved to Minnesota and he tells me that he loves it up there. Women approach him, he is seen as some exotic commodity, and a lot of girls give him their numbers without even him asking.
Now that is a big difference.
I never thought such was even possible.
In my area the kind of looks women find attractive are typically men with lighter hair, pale skin, and blue or green eyes. Muscular and tall are also requirements. I have met quite a few attractive people who were mixed, black, latin, asian, and indian but none of them received much love based on their looks. My area is about 70 percent Republican voters too.
