It can. There are universally sexy attributes that make a face sexy such as in both genders, symmetrical features. In men, facial features that represent high testosterone, a good dose of male hormones, such as chiseled features, strong jaw line, etc. In women, features that represent a good dose of female hormones such as softer features, and features representing youthfulness such as big eyes, smooth skin, etc.
It seems to me that people are leaning more towards a 'butterface'. Not my preference, tho.
Not exactly, someone could ne good looking or handsome or attractive and have zero sex appeal. It has a lot to do with personality/aura/interactions, to push that person from being merely attractive to sexy.

Totally agree. I have seen attractive people, both sexes, who have as much sex appeal as a wax figure. It's all about the "crackle". Some people just seem to sizzle, and you can see it in their eyes and smile. Some of the sexiest people I have ever known were people who would not be considered "beautiful" or "handsome" by traditional standards.
I believe it can refer to the entire package, or specifically to parts of it.
