It is a weird question because there's no way to quantify something like elegance.
Welll... duh! IF you are going to quantify something, you need some sort of measuring device.
What city in a 1?
What city is a 10?
Then maybe someone can guess (and that is all it would be) where Chicago fits within those parameters.
What you consider elegant, we may not. How do YOU define elegance?
