You look very pretty. Are you aware that there is surgery available to correct the neck webbing? I have to say that in you it is minimal.
I would not have noticed anything had you not pointed it out. I believe Jamie Lee Curtis has Turner's Syndrome.

I don't think Curtis has TS, she's too tall, I believe she something close to it though! Linda Hunt has it though and she's kick ass.
I can't see anything wrong with your neck or eyes at all...
The only thing I would suggest is going with smaller, rectangular glasses frames, they'd look better with your face shape.

Your eyes are beautiful. if you grow your hair out and keep in longer, that will cover your neck more. ( it does look a bit short but not bad) I would do some cool choppy layers and colored streaks, as your look is a bit edgy/funky.
Use v neck or low scoop neck tops to elongate your neck. Scarves and long pendant necklaces can help too.
You're very cute. Nobody would notice the things that you're worried about.
V neck shirts will create the illusion of a longer neck, although lots of people have short necks and it's nothing to worry about or obsess over. I also don't see anything weird about your eyes, maybe they're bigger than average but most of us try to make our eyes look bigger with makeup, so if you've got it naturally, that's great.
Honestly, I wouldn't have noticed the Turner's Syndrome traits if you hadn't pointed it out, and even then it's minimal. Lots of people have much more unusual features without having any disorder. You're cuter than average.
I think OP is a really cute lady. I like the hair color on her myself. However, I have worked in the ophthalmology and optometry industry for over a decade, and I suggest a smaller, more subtle pair of eyewear would draw more attention to her beautiful eyes and less attention to the large frames of her glasses.
